On November 17th, Guizhou Science and Technology Museum held a meeting which involved overseas returnees specialized in the science and technology and a ceremony held by Guizhou Association for Science and Technology (GAST). During the ceremony, the returnees were presented with certificates of “Haizhi specially-appointed Experts” and shared what they had learned about the spirit of the 20th National Congress of the CPC.

Xiang Hongxiang, member of the 20th NCCPC promotion team affiliated to the Provincial Party Committee, secretary and vice president of the leading Party group of GAST, pronounced the spirit of the 20th NCCPC to the participants including the first batch of “Haizhi Specially-Appointed Experts” and other representatives of the specialists engaged in international research and scholarship. On a further note, Xiang noted that scientists and engineers who had studied abroad are playing a pivotal role in driving scientific and technological advancement. He brought up the following suggestions: fulfill their duties in the new era, stay committed to the Communist Party of China like their predecessors, put the country’s interests first, and learn from the senior scientists who had always remembered to actively serve their country with the knowledge learned. It is in his firm belief that they will continue to blaze new trails for the country with their expertise.

At the meeting, ten experts of science and technology and with overseas study experience, including Zhou Shaoqi, vice president of GZU, and Chenxiao Yulong, vice dean of Edible Fungus Institute, were recognized as the first batch of “Haizhi Specially-Appointed Experts” of GAST. The appointment lasts three years.

The appointment of the first batch of the experts is intended to further implement the “Haizhi in Guizhou” program, which is tailor-made for Guizhou to make achievement at all levels. Based on the industrial layout across Guizhou, this plan aims to create platforms for scientists and engineers who have been shaped by international perspectives to pioneer new programs and start businesses. In turn, these overseas returnees are expected to help make critical decisions and promote the commercialization of scientific and technological advances. Consequently, Guizhou could get more opportunities to access major events, programs, and grants.

Through the “Haizhi in Guizhou” program, Guizhou will open its door wider to science and technology in the global arena. In the future, Guizhou will further promote mutual trust and cooperation and work actively to establish cooperative relations with prestigious universities in developed countries and regions that value innovation. Furthermore, it will make efforts to recruit more international talented professionals and facilitate major programs. Above all, Guizhou will start a mode featuring innovation and intelligence across Guizhou to build a provincial-level “Haizhi” base (off-shore), where innovative reforms are conducted and global resources are gathered, which can benefit Guizhou’s growth to a great degree.
